This enterprise-wide digital service allows organizations to build, test, host, operate, and integrate mission-driven applications, data, and emerging technologies. MD Benefits offers cloud-based Platform-as-a-Service (PaaS) capabilities, a shared data architecture, and product development services, all developed by the State of Maryland to help multiple agencies deliver and manage health, human, and social service benefits and programs. On July 1, 2025, the operation of the MD Benefits shared platform and statewide applications transitioned from the Department of Human Services (DHS) to the Department of Information Technology (DoIT).

Main Purpose
Maryland Benefits is seeking a skilled AWS Windows Engineer to join our cloud operations team. This role is responsible for the architecture, implementation, and management of our Windows Server infrastructure within the Amazon Web Services (AWS) environment. The ideal candidate will have deep expertise in both Windows Server administration and AWS cloud services, ensuring our Windows-based workloads are secure, scalable, and highly available. You will be a key player in maintaining the stability and integrity of our critical business systems hosted on the cloud.
Position Duties
- Infrastructure Management: Deploy, configure, and manage Windows Server (2016/2019/2022) on AWS EC2 instances. This includes the administration of Active Directory, Group Policy (GPO), DNS, and related services.
- Automation and Scripting: Develop and maintain PowerShell scripts to automate routine administrative tasks, software deployments, and infrastructure provisioning to improve efficiency and consistency.
- AWS Service Integration: Implement and manage AWS services that support a Windows environment, such as Amazon FSx for Windows File Server, AWS Directory Service, and Amazon RDS for SQL Server.
- Security and Compliance: Implement security best practices for Windows environments in the cloud. This includes regular server patching, system hardening, and configuring AWS security tools to ensure compliance with organizational policies.
- Performance and Reliability: Monitor the performance, health, and availability of Windows systems on AWS. Troubleshoot and resolve infrastructure issues, and manage backup, restore, and disaster recovery processes.
- Migration and Support: Collaborate with application and development teams to support their infrastructure needs. Participate in projects to migrate on-premises Windows servers and applications to the AWS cloud, providing subject matter expertise throughout the process.
Minimum Qualifications
Experience: A minimum of 5-7 years of experience in IT, with at least 3 years focused on Windows Server administration in an AWS environment.
Technical Skills:
- Extensive hands-on experience with Windows Server and Active Directory.
- Strong proficiency in PowerShell scripting for automation.
- Demonstrated experience with core AWS services such as EC2, S3, VPC, RDS, and IAM.
- Experience with infrastructure-as-code (IaC) tools like AWS CloudFormation or Terraform is a plus.
Certifications:
- AWS Certified SysOps Administrator or Solutions Architect certification is highly preferred.
- Microsoft certifications (e.g., MCSA, MCSE) are a plus.
